Can an administrator change an employee's login Email? What will the employee receive?

Yes. An administrator can find the employee in "Account and Permission Management", change their login Email, and the system will send a confirmation email to the employee's new mailbox. The email will state "Your company administrator has requested to change your login account to this email address". The change takes effect only after the employee clicks the confirmation link. The original mailbox will also receive a notification. So there's no situation where an employee's account is changed without their knowledge: if they don't confirm at the new mailbox, the old account remains valid. Common use cases are when an employee changes their company email or when the email was entered incorrectly when creating the account. If the employee has already left the company and cannot access the mailbox, it's recommended not to change the Email. Instead, change the account status to "Disabled". History records will be preserved, and a new account can be created later if needed.
