Which new EU rules
apply to what you export?

The EU rules coming into force one after another all ask for the same thing: data that travels with the goods. This page has two tools — look up which rules hit your products by HS code, and generate your PPWR packaging declaration directly. Every finding cites the original EU legal text so you can check it yourself.

Why look now

These rules don’t ask for certificates — they ask for data that travels with the goods

Embedded emissions, geolocation of origin, battery passports, structured invoices — EU importers can’t produce this data themselves, so they have to get it from exporters. Today most of it moves as Excel files over email, and forwarders aren’t ready yet. Knowing where you stand now is far easier than scrambling when your buyer writes.

The scope only grows

In 2023 CBAM covered only materials such as steel, aluminium and cement. A proposal at the end of 2025 added about 180 downstream products at once — beyond screws, it now includes nails, springs, vehicle wheels, metal furniture and motors. Not being named today doesn’t mean you won’t be next year.

The data is with you, not your buyer

Embedded emissions are calculated from your factory’s energy use; rubber origin has to come from your raw-material supplier. Your buyer files the declaration, but only the upstream supply chain has the answers.

Small volumes may be exempt

CBAM has a 50-tonne threshold: if your buyer imports less than 50 tonnes of covered goods per year in total, no declaration is required. Check first — no need to panic.

Your PPWR packaging declaration in 5 minutes

Since 2026-08-12, every type of packaging placed on the EU market needs a Declaration of Conformity (DoC) and technical documentation — regardless of HS code; if you ship in cartons, it applies. Timelines, what buyers ask for, and legal sources

CBAM – Carbon Border Adjustment Mechanism

Regulation (EU) 2023/956
  • 2026-01-01Definitive period begins: EU importers need "authorised CBAM declarant" status to import covered goods
  • 2027-09-30First annual declaration due (covering 2026 import volumes and embedded emissions)
  • 2028-01-01Proposed: extension to about 180 downstream steel and aluminium products (COM(2025) 989, not yet adopted; the European Parliament's Environment Committee wants 277)

Your EU buyer will ask for

  • The embedded emissions of every shipment (supplied by you, the non-EU producer — the importer cannot calculate this on their own)
  • Production installation data: site, production process, and where your input materials come from
  • Buyers importing less than 50 tonnes a year in total are exempt from declaring — if your volumes are small, first ask your buyer whether they go over that

EUDR – EU Deforestation Regulation

Your EU buyer will ask for

  • The reference number of the due diligence statement (DDS) — this number has to be passed down the supply chain
  • Geolocation of where the raw material was produced (the plots of the rubber plantation or forest land)
  • Evidence that no deforestation has taken place after 2020-12-31

EU Battery Regulation

Regulation (EU) 2023/1542
  • 2024-02-18Applies (CE marking, labelling, hazardous-substance restrictions and more phased in step by step)
  • 2027-02-18Battery passport required for EV batteries, industrial batteries over 2 kWh, and light means of transport (LMT, including e-bike) batteries

  • CE Declaration of Conformity and technical documentation for the battery
  • From 2027-02-18: a battery passport (a QR code linking to the battery's data set)
  • Carbon footprint declaration and recycled content (phased in by battery category)

Digital Product Passport (ESPR)

Regulation (EU) 2024/1781
  • 2026Delegated act for iron and steel (scheduled in the working plan)
  • 2027Delegated acts for aluminium, textiles and tyres
  • 2028Delegated act for furniture; each act has a transition period of at least 18 months after adoption before it becomes mandatory

  • A product data set (materials, carbon footprint, repairability, recycling information)
  • A data carrier: a QR code / GS1 Digital Link printed on the product or packaging

Mandatory e-invoicing (EN 16931)

EN 16931 / ViDA
  • 2026-01Belgium: B2B fully mandatory, via Peppol
  • 2026-09France: all companies must be able to receive; large companies must be able to issue; SMEs from 2027-09
  • 2027-01Germany: companies with turnover over EUR 800,000 must be able to issue; everyone from 2028
  • 2030-07EU-wide (ViDA): EN 16931 mandatory for cross-border transactions within the EU

Your EU buyer will ask for

  • These mandates cover invoices between companies inside the EU; legally they do not reach Taiwanese exporters
  • But your buyer's systems will switch to accepting only structured invoices — what actually happens is: "We have to re-key your PDF by hand. Can you send a format we can import directly?"

Dangerous goods declaration (lithium batteries)

  • UN number: UN 3480 (lithium-ion batteries on their own) / UN 3481 (contained in or packed with equipment)
  • UN 38.3 test summary and safety data sheet (SDS)
  • Stated clearly on the packing list and commercial invoice so your forwarder can book space

ISPM 15 – wood packaging phytosanitary rules

  • In forceWooden pallets, crates and dunnage entering the EU must be treated and carry the IPPC mark

Your EU buyer will ask for

  • The IPPC mark on wood packaging (heat treatment HT or methyl bromide fumigation MB)
  • The treatment method of wood packaging noted on the packing list; plywood and plastic pallets are exempt
