What is a Digital Product Passport (DPP)? How does it relate to Taiwanese exporters?

A Digital Product Passport (DPP) is a system established by the EU's Sustainable Products Eco-Design Regulation (ESPR, Regulation (EU) 2024/1781): products must carry a data carrier (QR code or GS1 Digital Link) linking to a dataset recording material composition, carbon footprint, repairability, and recycling information. It is not a blanket rollout all at once, but rather a product-by-product delegated act: according to the work plan, steel in 2026, aluminum, textiles, and tires in 2027, and furniture in 2028. Each delegated act provides at least 18 months of transition period after adoption before becoming mandatory. The earliest is the Battery Passport, effective February 18, 2027 (under the Battery Regulation).
