What is EU e-invoicing mandate? How does it affect Taiwanese exporters?

EU member states are progressively mandating B2B invoices to use structured e-invoicing formats with the common semantic standard EN 16931. Belgium enforces it from January 2026; France from September 2026 requires all enterprises to receive and large enterprises to issue; Germany from January 2027 enforces phased rollout; the EU-wide ViDA (VAT in the Digital Age) mandates all intra-EU cross-border transactions to use EN 16931 e-invoices from July 2030. These laws apply to enterprises within the EU—they don't directly bind Taiwanese exporters. However, buyers' accounting systems will shift to process only structured invoices, making your PDF an exception that requires manual re-entry.
