UN 3480 is for lithium-ion batteries shipped alone (including power banks). UN 3481 is for lithium-ion batteries "packed inside equipment" or "packed together with equipment". For the same e-bike, if the battery is installed in the bike during shipment, it is UN 3481; if the battery is shipped in a separate box, it is UN 3480, which has stricter restrictions.
