This is one of the most common conflicts in enterprise system implementations. The technical team's definition of success is "the system is running and data is accurate," while the decision-maker's definition is "money is being saved or revenue is increasing." These are fundamentally different, but both parties often fail to clarify this at the outset. The solution is to have the decision-maker define "what business problem does this transformation solve" before the project kicks off, so that the technical team's deliverables align with that goal. Data production is only an intermediate step, not the end point. Between raw data and actionable decisions, someone needs to be responsible for interpreting the data and driving change; otherwise, information just sits in the system.
