Market demand is clearly still there, but why are our inquiries declining?

Demand hasn't disappeared, but buyers' priorities and screening criteria are changing. In the past, buyers might have continued ordering out of "convenience" or "habit." Now they have more options, compare more easily, and do more homework before deciding. Declining inquiries often don't mean the product is poor, but rather that you're not visible when buyers do their initial screening, or if visible, you don't seem trustworthy enough for further contact. The question to ask isn't "how do we advertise more" but rather "at what stage and through what methods are buyers evaluating us." Working backward from that contact point and fixing it has more direct impact than simply increasing exposure.
